Prayer beginning times are determined by the position of the sun at your exact location, as taught in the Qur'an and the Sunnah. Fajr and Isha depend on the angle of twilight before sunrise and after sunset, Dhuhr on the sun passing its zenith, Asr on shadow length, and Maghrib at sunset. Because these depend on latitude and season, the times differ from one country — and even one city — to the next.
The further a country is from the equator, the more the length of day and the twilight change through the year, so Fajr and Isha shift accordingly. Longitude sets the local solar time, and each country applies its own time zone (and daylight saving). Choose your country, then your city, for times calculated for that precise location.
Most regions have a widely-accepted convention — for example Umm al-Qura in Saudi Arabia and the Gulf, Muslim World League across much of Europe, ISNA in North America, and University of Karachi in South Asia.
